District Educational Improvement Committee DEIC
ABOUT DEIC
In compliance with Education Code 11.251, the District-wide Educational Improvement Council (DEIC) advises the Superintendent in establishing and reviewing the District’s educational goals, objectives, and major District-wide classroom instructional programs identified by the Board or its designee. The committee serves exclusively in an advisory role.
The DEIC is chaired by the Superintendent. The chairperson is responsible for scheduling at least three meetings per year. Additional meetings may be held at the call of the chairperson.
The committee is composed of members who represent campus-based professional staff, District-level professional staff, parents, students, businesses, and the community. At least two-thirds of the District and campus professional staff are classroom teachers. The remaining members are professional nonteaching District- and campus-level staff.
The committee includes parents of students currently enrolled within the District; community members that reside in the District; and business representatives who need not reside in nor operate businesses in the District.
The professional employees consist of representatives from each campus. Representatives are nominated by and elected from classroom teachers assigned to the campus. At least one representative shall be nominated by and elected from non-teaching professional employees assigned to each campus. At least one District-level professional staff member, other than the Superintendent, is elected by the District-level professional staff.
Representatives serve staggered two-year terms and are limited to two consecutive terms on the committee. The existence of the District-level committee does not affect the authority of the Board or its designee to appoint or establish other advisory groups or task forces to assist it in matters pertaining to District instruction.
RESPONSIBILITIES:
• The district/campus committee shall assist the superintendent with the annual development, evaluation, and revision of the district/campus improvement plan.
• The district and campus shall use the results from the teaching and learning conditions survey required by Education Code 7.065(a) to review and revise, as appropriate, the district/campus improvement plan, and for other purposes, as appropriate to enhance the district and campus learning environments.
• The district/campus committee must approve the portions of the district/campus plan addressing campus staff development needs.
• The district/campus committee of a district with a junior high, middle, or high school campus shall analyze information related to dropout prevention, including:
- The results of the audit of dropout records;
- Campus information related to graduation rates, dropout rates, high school equivalency certificate rates, and the percentage of students who remain in high school more than four years after entering grade 9;
- The number of students who enter a high school equivalency certificate program and;
- Do not complete the program,
- Complete the program but do not take the high school equivalency examination, or
- Complete the program and take the high school equivalency examination but do not obtain a high school equivalency certificate;
- For students enrolled in grades 9 and 10, information related to academic credit hours earned, retention rates, and placements in disciplinary alternative education programs and expulsions under Chapter 37; and
- The results of an evaluation of each school-based dropout prevention program in the district.
• The district/campus committee shall use the information in developing the district/campus improvement plan.
